Planning Board

The Planning Board reviews land-use applications involving new development, site plans, special use permits, subdivisions, environmental review, and related planning matters within the Village of Spring Valley.

Regular Meetings

Planning Board meetings are generally held on the first Thursday of the month at 7:00 PM.

Before You Apply

Applicants are encouraged to contact the Planning and Zoning Board Secretary before submitting an application so the required forms, checklists, and supporting documents can be identified.

Agenda Placement

Once an application is complete, the applicant may be placed on the next available Planning Board agenda to appear before the Board.

What the Planning Board Reviews

Public accountability matters: Planning Board decisions affect development, traffic, parking, neighborhood character, drainage, environmental impacts, and the long-term physical growth of the Village. Residents and applicants should be able to understand what is being reviewed, what standards apply, and where decisions are made.

Site Plan Review

The Board reviews proposed site layouts, building placement, access, parking, circulation, landscaping, lighting, drainage, and other physical design issues before certain projects may proceed.

Special Use Permits

A special use permit allows a use that may be permitted by the zoning code only if required standards are met. The review considers whether the use is appropriate for the location and whether conditions are needed to protect surrounding properties.

Subdivisions

The Board reviews proposed divisions of land, including lots, plats, streets, access, utilities, drainage, and related improvements.

Environmental Review

Many land-use applications require environmental review. This may include consideration of traffic, stormwater, drainage, natural resources, neighborhood impacts, and other environmental factors.

Conditions of Approval

When appropriate, the Board may require conditions before granting approval. Conditions may address site improvements, plans, inspections, outside agency approvals, or other project-specific requirements.

Public Process

Planning Board review may involve public meetings, hearings, referrals, professional review, written submissions, and recorded decisions. Applicants and residents should follow agendas, minutes, and application materials for each project.
