Request public records
Under New York's Freedom of Information Law (FOIL), anyone can ask to see or get copies of records kept by the Village of Spring Valley. You don't need to live in the Village, and you never have to explain why you want the records.
What happens after you submit:
1.The Village Clerk receives your request. The Clerk is the Village's Records Access Officer and will coordinate with whichever department holds the records.
2. You hear back within 5 business days. We'll either provide the records, explain in writing why they can't be released, or confirm receipt and give you a date when we expect to respond.
3. If any part is denied, you can appeal. Send a written appeal within 30 days to osweet@villagespringvalley.org. Appeals are decided within 10 business days.
Fees
Looking at records in person is free. Paper copies are $0.25 per page (up to 9" × 14"). Records sent by email are usually free. If a request takes more than two hours of staff time, a labor charge may apply. We'll always tell you the cost before making copies.
Get your records faster
Describe what you want as specifically as you can: the type of document, a date range, a property address, and any names or departments involved. "Building permits for 12 Example St., 2019–2023" is answered much faster than "all records about my street."
Good to know
FOIL covers records that already exist. It doesn't require the Village to create new documents or answer questions. Village Justice Court records aren't covered by FOIL; contact the court clerk directly for those.
Respone shall be made no mroe than (5) working days after receipt of this request by the agency or municipality. If this request is denied, you have the right to appeal a denial of this application to the Village Clerk, who will provide reason for denial in writing within ten (10) days of receipt of an appeal.
