Village Board of Trustees

The Village Board of Trustees is the elected legislative body of the Village of Spring Valley. The Board is responsible for making major public decisions involving local laws, village finances, the annual budget, public property, contracts, services, and the overall policy direction of the Village.

Meeting Information

Regular Board Meetings

Village Board meetings are held on the first and third Tuesday evening of each month at 8:00 PM in the Village Board Room.

Workshop Meetings

Workshop meetings are held in the Trustee Conference Room at 6:30 PM before each regular Board meeting. Workshop meetings are where many items are discussed before they appear for formal action.

Terms of Office

Each Mayor and Trustee serves a four-year term. The Deputy Mayor is appointed by the Mayor yearly for a twelve-month term and serves at the Mayor’s discretion.

What the Village Board Is Responsible For

Why this matters: Many important Village decisions are not made by staff alone. They require elected Board action, public votes, budget approval, contracts, resolutions, local laws, or policy direction from the Mayor and Trustees.

Budget & Taxes

The Board reviews, changes, and adopts the annual Village budget. This includes decisions about spending, revenues, taxes, staffing, salaries, capital projects, equipment, services, and the use of reserves or fund balance.

Local Laws & Policy

The Board may adopt local laws, amend the Village Code, set policy priorities, establish procedures, and create rules for how Village government operates.

Contracts & Public Spending

The Board votes on many contracts, professional services, vendor agreements, purchases, settlements, and other financial obligations of the Village.

Village Property & Public Assets

The Board is responsible for the management of Village property and finances, including public buildings, equipment, infrastructure, land, and other Village-owned assets.

Fees, Permits & Cost Recovery

The Board may adopt or amend fees for permits, licenses, applications, services, violations, and other Village functions. These decisions affect whether Village costs are paid by taxpayers generally or by the users creating the cost.

Oversight & Accountability

The Board has responsibility for public oversight through open meetings, public hearings, resolutions, budget votes, appointments, policy decisions, and review of major Village actions.

How Residents Can Follow Board Decisions

  • Attend meetings: Regular meetings are where official votes are taken.
  • Watch workshop discussions: Many items are discussed before formal votes occur.
  • Review agendas: Agendas show what the Board is scheduled to discuss or vote on.
  • Review minutes: Minutes show actions taken, motions made, and votes recorded.
  • Review the budget: The annual budget shows spending priorities, staffing, taxes, revenues, and planned use of public funds.
  • Ask who voted: Major public decisions should be traceable to a motion, second, and vote of the Board.
