The Village Clerk handles all applications for licenses and permits being issued by the Village. Please find below a brief description of each item and a link to view and/or download in PDF format the application. Please follow the instructions, you will then have to fill out the application and submit it to the Village Clerk.

Carnival:
To hold a carnival in the Village of Spring Valley you will need to obtain a permit from the Village Clerk. To get a permit please download an application, fill it out and submit it to the Village Clerk. Including with the application you will need the following: 1) Hold Harmless Agreement 2) Insurance Policy in the amount of $1,000,000.00 naming the Village of Spring Valley as co-insured 3) A plot plan showing location of all rides, booths and adequate parking 4) Appropriate fees ($200.00 per day), a non-refundable money order or bank check made out to the Village of Spring Valley.

Carting (Scavenger):
To operate a Carting Company in the Village of Spring Valley you will need to be licensed by the Village. To get a license please download an application, fill it out, notarize and submit to the Village Clerk. Including with the application you will need the following: 1) Copy of current registration, titles and insurance for every vehicle to be licensed. 2) Appropriate fees (application fee: $200 plus $100 per vehicle), a non-refundable money order or bank check made out to the Village of Spring Valley.

F.O.I.L. Request:
If you are interested in applying for a FOIL request under the Freedom of Information Law, please download a F.O.I.L. Request Form, fill it out and submit it to the Village Clerk. Please be as detailed and specific to what you would like to receive in order to expedite your request. Please note; there will be a $.25 charge per page for copies made.

Juke Boxes:
To operate a Juke box in your establishment you will need to have the machine approved by the Village Building Department. To get approval please download an application, fill it out and submit it to the Village Clerk. Including with the application you will need appropriate fees ($100.00 for1-3 machines, additional machines are $50.00 per machine) a non-refundable money order or bank check made out to the Village of Spring Valley.

Landscaping:
To operate a Landscaping Company in the Village of Spring Valley you will need to be licensed by the Village. To get a license please download the application, fill it out and submit to the Village Clerk. Including with the application you will need the following: 1) Copy of current registration, title and insurance for your vehicle. 2) Appropriate fees (application fee: $100 per vehicle), a non-refundable money order or bank check made out to the Village of Spring Valley.

Movie House:
To operate a Movie House in the Village of Spring Valley you will need to be licensed by the Village. To get a license please download the application fill it out and submit to the Village Clerk. Including with the application you will need appropriate fees ($300.00 per screen.) a non-refundable money order or bank check made out to the Village of Spring Valley.

Outdoor Retail Sales:
If you are a store owner in the Village of Spring Valley and would like to have an outdoor display, you will need to get a permit from the Village. To get a permit please download the application fill it out, notarize and submit to the Village Clerk. Including with the application you will need to the following: 1) Floor plan showing dimensions and space needed 2) Picture of store front 3) Hold harmless insurance policy 4) Appropriate fees (application fee: $275) a non-refundable money order or bank check made out to the Village of Spring Valley.

Pawnbroker & Collateral Loan Broker:
A Pawn Broker or Collateral Loan Broker operating in the Village of Spring Valley needs to be licensed by the Village. Please download an application with a detailed instruction list for additional items you will need to include with your application. Fill out the application and submit with appropriate attachments to the Village Clerk. Including with the application you will need appropriate fees ($200.00 application fee) a non-refundable money order or bank check made out to the Village of Spring Valley.

Peddler & Solicitor:
A Peddler operating in the Village of Spring Valley needs to be licensed by the Village. Please download an application with a detailed instruction list for additional items you will need to include with your application. Fill out the application and submit with appropriate attachments to the Village Clerk. Including with the application you will need appropriate fees ($300.00 for six months; each additional agent $100.00) a non-refundable money order or bank check made out to the Village of Spring Valley.

Plumbers:
A Plumber operating in the Village of Spring Valley needs to be licensed by the Village. To get a license please download an application with a detailed instruction list for additional items you will need to include with your application. Fill out the application and submit with appropriate attachments to the Village Clerk. Including with the application you will need appropriate fees (New License $375.00 Renewal License $180.00) a non-refundable money order or bank check made out to the Village of Spring Valley.

Political Signs:
If you are running for public office and would like to post political campaign signs in the Village of Spring Valley you will need to obtain a permit from the Village Clerk. To get a permit please download the application, fill it out and submit it to the Village Clerk. Including with your application please include a security deposit of $100.00 money order or bank check made out to the Village of Spring Valley.
Once the campaign is over and all the signs are removed please fill out the “removal of sign” portion in the application notarize and submit it to the Village Clerk and you will receive your deposit back. If you fail to remove the sign within two weeks after the election the Village may remove all signs without incurring any liability and the deposit will be forfeited. Including with the application you will find instructions as to where and how you should go about placing these signs.

Sign Installer:
A Sign Installer operating in the Village of Spring Valley needs to be licensed by the Village. To get a license please download the application fill it out and submit to the Village Clerk. Including with the application you will need to the following: 1) Proof of $1,000,000 - $2,000,000 Liability Insurance Policy expiring NO EARLIER than December 31st of the year in which license is issued with Village of Spring Valley co-insured 2) Proof of $10,000 Sign Installer’s Performance Bond expiring NO EARLIER than December 31st of the year in which license is issued with Village of Spring Valley co-insured 3) Proof of Workers’ Compensation or letter from the Workers’ Compensation Board stating that no Workers’ Compensation is required 4) Appropriate fees (New License $400.00 Renewal License $225.00) a non-refundable money order or bank check made out to the Village of Spring Valley.

Snow Plow:
A Snow Plowing company operating in the Village of Spring Valley needs to be licensed by the Village. To get a license please download the application fill it out and submit to the Village Clerk. Including with the application you will need to the following: 1) A valid New York State drivers license 2) Registration for the vehicle 3) Current insurance card 4) 2" x 2" photograph 5) Appropriate fees (application fee: $100 per vehicle) a non-refundable money order or bank check made out to the Village of Spring Valley.

Taxi - Exterior Advertising:
A taxi operating in the Village of Spring Valley and would like to have an advertising sign on either the hood or the trunk needs to get a permit. To get a permit please download the application fill it out and submit to the Village Clerk. Including with the application you will need a $100.00 non-refundable money order or bank check made out to the Village of Spring Valley.

Taxi - Fleet of 15 to 20 Cars:
If you operate a Fleet of Taxis in the Village of Spring Valley you will need to obtain a license from the Village. To get a license please download the application fill it out and submit to the Village Clerk. Including with the application you will need the following for each car and driver of the fleet: 1) A valid New York State driver’s license 2) Current car registration 3) Title of vehicle 4) Insurance certificate for vehicle 5) Village of Spring Valley Taxi Hack License 6) New licenses must be accompanied by a business certificate issued by the County Clerk registering the name that will appear on the taxi; i.e., D/B/A (Doing Business As) A. Smith Taxi. 7) Appropriate fees (application fee: $2,250.00) a non-refundable money order or bank check made out to the Village of Spring Valley.

Taxi - Hack License:
A Taxi operating in the Village of Spring Valley (driving in the Village and or dropping off passengers, only) needs to be licensed by the Village. To get a license please download an application with a detailed instruction list for additional items you will need to include with your application. Fill out the application, notarize and submit with appropriate attachments to the Village Clerk. Including with the application you will need appropriate fees (Application Fee $750.00) a non-refundable money order or bank check made out to the Village of Spring Valley.

Taxi - Numbers:
A Taxi operating in the Village of Spring Valley (driving in the Village, dropping off and or picking up passengers) needs to be licensed by the Village. To get a license please download the application fill it out and submit to the Village Clerk. Including with the application you will need the following: 1) A valid New York State driver’s license 2) Current car registration 3) Title of vehicle 4) Insurance certificate for vehicle 5) Village of Spring Valley Taxi Hack License 6) New licenses must be accompanied by a business certificate issued by the County Clerk registering the name that will appear on the taxi; i.e., D/B/A (Doing Business As) A. Smith Taxi. 7) Appropriate fees (New License $400.00 Renewal License $225.00) a non-refundable money order or bank check made out to the Village of Spring Valley.

Vending Machines:
To have a Vending Machine (such as; Cigarette, Food & Beverage, Pin Ball, Candy, Toy, Gum Ball, Trading Cards) in your establishment you will need to have the machine approved by the Village Building Department. To get approval please download an application, fill it out and submit it to the Village Clerk. Including with the application you will need appropriate fees ($150.00 for1-3 machines, additional machines are $40.00 per machine) a non-refundable money order or bank check made out to the Village of Spring Valley.

Video Games:
